He characterized the move as a protective measure for global shipping, claiming the U.S. should be reimbursed for its military presence. He explicitly stated that while the strait would remain open to other nations, the blockade would specifically target Iranian ships and customers. The policy, according to the president, will take effect immediately.

The proposal faces immediate scrutiny from legal experts and foreign policy analysts. Critics point to long-standing international maritime law, noting that Secretary of State Marco Rubio recently affirmed that no nation holds the authority to levy tolls on international waterways. Furthermore, analysts suggest the 20% figure is exorbitant compared to previous Iranian demands. Trita Parsi of the Quincy Institute for Responsible Statecraft observed that Iran’s own proposed fees amounted to roughly 1–2% of cargo value, suggesting the White House’s new tariff is significantly more aggressive.

Beyond the economics, the declaration signals the collapse of the existing U.S.-Iran memorandum of understanding regarding maritime security. Tensions have centered on the interpretation of safe passage protocols, but strategic experts argue the dispute is fundamentally about control. Tehran views the U.S. push to establish a southern shipping corridor through Omani waters as a deliberate attempt to erode Iranian leverage in the region. By unilaterally assuming the role of guardian, the administration appears to be formalizing a strategy that effectively bypasses previous diplomatic frameworks and pushes both sides closer to open conflict.
