Minnesota Sues Federal Government Over Operation Metro Surge Shootings

Minnesota officials filed a federal lawsuit Tuesday challenging the Trump administration’s refusal to cooperate with state investigations into three separate shootings by federal agents. The legal action seeks to compel the Department of Homeland Security to provide evidence regarding the deaths of two citizens and the wounding of a Venezuelan national.

State investigators allege that federal agents have systematically obstructed inquiries into incidents occurring during "Operation Metro Surge," a controversial immigration enforcement initiative launched in January. The lawsuit, brought by Attorney General Keith Ellison, Hennepin County Attorney Mary Moriarty, and the Minnesota Bureau of Criminal Apprehension, claims that federal authorities reneged on initial promises of transparency. In the case of Alex Pretti, who was fatally shot on January 24, federal officers reportedly blocked state investigators from accessing the scene despite the presentation of a valid judicial warrant.

The complaint asserts that the federal government has adopted a policy of noncooperation, withholding critical evidence and investigative materials from state officials. Plaintiffs argue this conduct violates Minnesota’s mandate to address violence within its borders and undermines the standard cooperation usually expected between law enforcement levels. Hennepin County Attorney Mary Moriarty stated that the state is prepared to fight for the accountability she claims the federal government is actively trying to evade. Defendants in the case include the Department of Homeland Security and the Department of Justice, along with their respective leadership.
