India eyes EU research integration via Horizon Europe

Months after securing a landmark trade agreement, India is set to join the European Union’s Horizon Europe research and innovation programme. EU research commissioner Ekaterina Zaharieva confirmed that formal accession talks begin this Friday, aiming for a final deal by October to enable full participation starting in January 2027.

The initiative marks a significant expansion of the €93.5 billion scheme, which currently supports over 20 non-EU countries. While most participants are European, the inclusion of India follows a strategic shift to broaden the bloc’s scientific reach to partners including Canada, South Korea, and New Zealand. Accession talks with Australia remain ongoing.

This scientific cooperation complements the broader economic pivot solidified in January. European Commission President Ursula von der Leyen previously characterized the bilateral trade pact as a foundational deal for both regions. Commerce and industry minister Piyush Goyal noted that legal experts are finalizing the text of the agreement this month, positioning both the trade deal and the Horizon membership to take effect simultaneously in early 2027.
