Critics of the original proposal, which reached the second-highest level of public opposition ever recorded in a parliamentary petition, viewed the digital cards as a precursor to state surveillance. While Starmer had argued the IDs were essential for modernizing government services and regulating migrant labor, the funding for the initiative remained largely speculative. The decision mirrors the 2011 abandonment of a similar identity card program introduced under Tony Blair, which also collapsed following a change in government leadership.
