Nearly one-in-three Europeans lives in rented housing, yet these tenants are disproportionately confined to energy-inefficient buildings. While homeowners can often adapt their properties, renters frequently lack the legal authority to install necessary cooling protections like external shutters or blinds. Research indicates that 75 percent of the EU’s building stock is currently inefficient, leaving millions trapped in homes that trap heat rather than shield occupants from it.
The crisis is particularly visible in countries like Spain and France. In Spain, where temperatures have climbed 1.69°C since the mid-20th century, roughly 75 percent of buildings fail to meet modern energy standards. Despite multi-billion euro renovation programs, the funding rarely reaches the low-income households that need it most. In France, 66 percent of citizens report difficulty managing indoor heat, with 43 percent of homes lacking basic sun protection on windows.
