For its part, the Kremlin signaled low expectations. Foreign Minister Lavrov used the meeting to reiterate grievances over Western arms supplies, describing European support for Kyiv as a destabilizing policy intended to achieve a strategic defeat for Russia. Moscow continues to insist on territorial control in eastern Ukraine, a position Kyiv rejects, while Russian forces maintain a grinding, high-casualty offensive. Rubio estimated the conflict claims between 5,000 and 6,000 Russian soldiers weekly, while Ukraine continues to suffer from ongoing missile and drone strikes against its urban centers.

The diplomatic friction persists alongside a fundamental disagreement over past events. The Kremlin maintains that Presidents Donald Trump and Vladimir Putin reached a definitive agreement on ending the war during a summit in Anchorage, a claim consistently refuted by U.S. officials. Despite the impasse, Rubio stated that the Trump administration remains focused on ending the conflict to halt the loss of life, though he confirmed that the current U.S. policy regarding military support for Ukraine remains unchanged.
