With over $100,000 in spending, OpenAI’s ChatGPT has become the dominant artificial intelligence tool within the halls of Congress. House disbursement records reveal that lawmakers and institutional offices are funneling the vast majority of their AI budgets into the platform, leaving competitors like Anthropic’s Claude in a distant second place.
House offices, committees, and institutional accounts directed roughly 90% of their AI expenditures toward OpenAI during the fiscal year ending March 31. Out of a total $113,740 tracked in AI spending across 798 transactions, ChatGPT accounted for $100,580. Anthropic’s Claude secured only $13,160 across 37 transactions, highlighting a significant disparity in market adoption among legislative staffers.
Political leanings also appear to influence procurement habits. Democratic offices reported $54,165 in AI-related purchases, tripling the $15,782 spent by their Republican counterparts. These figures represent a narrow slice of actual usage, as they exclude free-tier accounts and AI capabilities integrated into larger, pre-existing software contracts.
Staffers are integrating these tools into their daily workflows to manage the high volume of legislative operations. Applications include drafting constituent responses, summarizing complex policy documents, preparing materials for hearings, and generating social media content. As the technology becomes embedded in office routines, the financial data confirms that ChatGPT has secured an early, lopsided lead in the Capitol's digital transformation.
