Seventeen people lay dead in Kyiv following an overnight barrage of missiles and drones, prompting the European Commission to release €1.4 billion in windfall profits generated from frozen Russian central bank assets. The funds, accrued over the first half of 2026, mark the fifth such transfer since the invasion began.

European Commission President Ursula von der Leyen framed the move as a direct consequence of the destruction wrought by Moscow, asserting that the proceeds from immobilized reserves will bolster Ukraine’s ongoing resistance. While the EU holds roughly €210 billion in frozen Russian assets, the debate over how to utilize the principal remains deadlocked due to legal concerns raised by Belgium, which hosts the bulk of these funds through the Euroclear depository.

The distribution of this latest tranche reveals a clear priority: €1.33 billion is earmarked for the Ukraine Loan Cooperation Mechanism to service existing debt, while a mere €70 million will flow into the European Peace Facility for direct military assistance. This financial maneuver follows an urgent plea from President Volodymyr Zelensky, who criticized the slow pace of Western air-defense deliveries and urged the G7 and EU to tighten sanctions on the supply chains feeding Russia’s ballistic missile production.
