Martin’s push for new rules follows Hogg’s recent announcement that he intends to support primary challengers against sitting Democrats in safe districts, whom the activist characterized as "asleep-at-the-wheel." In a column for Time, Martin argued that party leadership must maintain strict neutrality to avoid repeating the internal fractures of the 2016 cycle, stating that officials cannot simultaneously act as players and referees in internal contests.
DNC Chair Issues Ultimatum to David Hogg Over Primary Challenges
Democratic National Committee Chair Ken Martin is moving to restrict party officials from intervening in primary elections, effectively forcing Vice Chair David Hogg to choose between his leadership role and his $20 million effort to unseat incumbent Democrats through his political action committee, Leaders We Deserve.

The proposed reforms, expected to be introduced in the coming days, would codify neutrality requirements for party officers in all Democratic primaries. If ratified by DNC members at their August meeting, the policy would compel Hogg to either step back from his work with Leaders We Deserve or vacate his position as a DNC vice chair. Hogg has defended his project, telling the "Post Reports" podcast that some incumbents are simply failing to meet the moment, though he clarified he would not target party stalwarts like Nancy Pelosi, James Clyburn, or Steny Hoyer.
