Bel, an aspiring doctor who arrived in the United States in 2024 to reunite with his parents, had recently been forced to wear an electronic ankle monitor. Despite having a pending asylum case, the loss of his protected status subjected him to strict reporting requirements with Immigration and Customs Enforcement. In a July Instagram post, Bel described the device as a source of deep shame and humiliation, noting that he had come to the country to study, not to commit crimes.
His father, Pierres Ronal Bel, recounted that his son faced bullying from classmates and was eventually excluded from his Junior Reserve Officer Training Corps class because of the monitoring device. The tragedy has drawn sharp condemnation from activists, including Aaron Reichlin-Melnick of the American Immigration Council, who stated that the administration’s focus on targeting Haitian migrants created the environment leading to this loss. Representative Jesús "Chuy" García echoed this sentiment, blaming the cruelty of current immigration policies for denying the young student a future.
