The government describes the initiative as a program for residents interested in relocating to third countries, claiming it complies with international legal standards. Critics argue the terminology masks a campaign of forced displacement. Andre Damon, editor of the World Socialist Web Site, stated that the program relies on deliberate mass starvation and military pressure to compel the population to abandon their homes.
Defense Minister Katz linked the new directorate to the broader vision of U.S. President Donald Trump, who previously suggested that the United States could oversee Gaza after emptying it of its 2.1 million Palestinian residents. While Trump has since offered conflicting statements on the matter, Israeli Finance Minister Bezalel Smotrich confirmed that the administration is coordinating the plan with U.S. officials. The proposal faces significant opposition from leaders in Egypt and Jordan, while a coalition of nations—including China, Germany, and France—supports a counter-approach focused on rebuilding the enclave without displacement.
