China Ramps Up Fuel Exports Amid Global Diesel Scarcity

Chinese refineries shipped 6.01 million tons of refined fuels abroad in August, a 12.7% annual increase that pushes volumes beyond pre-war levels. This surge in outbound trade, led by a spike in diesel and jet fuel, underscores Beijing's shifting strategy as it navigates a volatile international energy market.

China Ramps Up Fuel Exports Amid Global Diesel Scarcity

The August data reveals a sharp pivot from the government's restrictive stance earlier this year. Beijing had implemented a near-total export ban in March following the Strait of Hormuz closure and the subsequent crude oil crunch. While total exports for the first eight months remain down 9.6% compared to 2025, the recent relaxation of policy has allowed for a significant outflow of supplies.

Diesel exports climbed 42.1% in August to 1.33 million tons, directly addressing the deepening global shortage. Jet fuel shipments also saw a robust 41.4% gain, reaching 2.55 million tons. Conversely, gasoline exports bucked the trend, falling 17.5% to 700,000 tons. Despite the export boost, domestic supply pressures are mounting. According to JLC International, gasoline inventories at state-owned firms hit their lowest levels since 2022, while diesel stockpiles have dropped to a 15-month low. These dwindling reserves suggest that Beijing may soon be forced to tighten export controls once again to protect domestic energy security.
