By targeting family office expansion, digital asset integration, and the development of a 'Northern Metropolis,' the government seeks to outpace regional rivals and facilitate a massive wealth transfer across Asia-Pacific.

The initiative also prioritizes the 'Northern Metropolis' project to mitigate chronic housing shortages while creating infrastructure for emerging industries. Officials aim to prepare 900 hectares of land for construction, resulting in 70,000 new housing units by the 2030/31 financial year. Despite this optimism, potential headwinds remain. Beijing’s recent imposition of a 20 percent tax on offshore trust income presents a new variable for businesses operating within the territory. Nevertheless, the city continues to leverage its position as an offshore renminbi hub and a central player in the gold market, where imports via Hong Kong surged 92.4 percent to 499 tonnes in August.
