The invitation, disclosed following Rubio’s meeting with Russian Foreign Minister Sergei Lavrov at the UN General Assembly, marks the first time Washington has publicly extended such an offer to the Russian leader during the current administration. While Rubio noted that the summit could facilitate a face-to-face meeting between Putin and President Donald Trump, he emphasized that no such encounter has been finalized. Rubio described the gesture as part of a broader philosophy of engaging with adversaries to break diplomatic stalemates.
Simultaneously, Washington is actively lobbying both Moscow and Kyiv to pursue a limited cease-fire focused specifically on energy infrastructure. US envoys Steve Witkoff and Jared Kushner have been coordinating the proposal, which aims to halt strikes on power grids and grain-related targets. Although Ukrainian President Volodymyr Zelenskyy has expressed interest in such an arrangement, Russian Foreign Minister Sergei Lavrov rejected the prospect of any pause in military operations during negotiations, accusing European nations of attempting to use such lulls to replenish Ukrainian military stockpiles.
