The current framework defines "housing stress" through a restrictive lens of property prices and income levels. This approach overlooks critical indicators such as energy poverty, overcrowding, and the physical degradation of existing housing stock. By ignoring these variables, policymakers are failing to capture the lived reality of millions of Europeans currently facing the threat of social exclusion.
Europe possesses a massive, untapped resource in its vacant building stock. Rather than relying solely on new construction, the binding architecture of the Act should mandate the identification and mobilization of the millions of homes already standing empty. Integrating vacancy mapping into existing frameworks, such as the Energy Performance of Buildings Directive, would provide local authorities with the data necessary to convert underused spaces into affordable housing.
