Honey, a former private investigator known for challenging the 2020 results, argued that the executive branch could mandate state actions under the guise of emergency authority. While she acknowledged uncertainty regarding the feasibility of such a step, the rhetoric aligns with a broader push by the Election Integrity Network (EIN) to consolidate federal control over voting procedures.

The Strategy of Federal Intervention

The administration’s approach includes embedding loyalists like Marcy McCarthy within the Cybersecurity and Infrastructure Security Agency and Tasking attorney Kurt Olsen with a reinvestigation of the 2020 cycle. These efforts mirror proposals in the 'US Citizens Elections Bill of Rights,' which advocates for restrictive measures like mandatory passport verification for voters. Critics, including former CISA consultant Matt Crane, argue these moves are not objective inquiries but calculated attempts to cherry-pick data to support predetermined narratives.

Max Flugrath of Fair Fight Action described the situation as a 'five-alarm fire,' noting that federal agencies are already pressuring states to hand over voter roll data. Although courts have previously blocked executive orders viewed as federal overreach into state-run elections, proponents of the emergency theory maintain that the president holds unique powers to protect national sovereignty. By reframing election administration as a federal security issue, the administration seeks to dismantle the firewall between state-level independence and executive authority.
