License plate tracking firm Flock is shedding 18% of its workforce, totaling approximately 270 employees, as the company grapples with intense public scrutiny and a wave of pushback against its expansive network of automated surveillance cameras deployed across the United States.

The reduction arrives via a voluntary buyout program concluding at the end of October. While spokesperson Paris Lewbel characterized the move as a strategic effort to position the company for sustainable growth, the decision follows reports that the firm had previously nudged staff to depart to preempt mandatory layoffs. The company declined to clarify whether executive leadership, including CEO Garrett Langley, participated in the cost-cutting measures.

Flock’s growth has been shadowed by controversy, with over 100,000 cameras tracking vehicle movements for law enforcement agencies. This surveillance reach has sparked friction: police officers in multiple jurisdictions have faced termination or arrest for abusing the platform to stalk individuals. Beyond misconduct, the system has drawn fire for technical failures, including instances where misidentified plates led to wrongful police stops. Facing civil liberties concerns, major agencies like the Los Angeles Police Department have allowed their contracts to expire, while local communities have resorted to damaging equipment in protest of the company's pervasive monitoring.
