Zelensky warns US-Russia diesel deal signals threat to sanctions regime

Volodymyr Zelensky warned EU leaders in Brussels that the recent US-Russia diesel agreement risks signaling a broader retreat from the sanctions policy against Moscow. The Ukrainian president expressed concerns that this isolated deal could act as a precursor to energy-wide concessions, potentially eroding the international pressure intended to end the war.

Zelensky stated that the agreement concerning diesel and coal cannot be viewed as a standalone incident, suggesting that natural gas sectors may be next in line for relief. While EU Council president Antonio Costa and Commission president Ursula von der Leyen publicly reaffirmed their commitment to maintaining sanctions until the conflict concludes, the political climate remains volatile. Europe has enacted 21 sanctions packages to date, with a 22nd currently under discussion, yet the shadow of the US diesel deal looms over these efforts.

Beyond the diplomatic friction, Ukraine faces a daunting fiscal reality. The European Commission recently disbursed €2.9bn for military hardware, including air defense systems and drones, as part of a larger €90bn loan. However, Kyiv estimates a funding shortfall of roughly €69.3bn for 2027. German chancellor Friedrich Merz acknowledged the necessity of increasing support, yet the pressure on Zelensky to negotiate continues to mount. Despite this, the Ukrainian leader remains firm, rejecting any settlement that compromises sovereignty and comparing Putin’s long-term strategy to the isolationist model of North Korea.
