Rosenthal, a former oilfield engineer and self-described "drill baby, drill Democrat," defeated Republican Bo French to join the three-member board. While Republicans maintain a 2-1 majority on the commission—which regulates oil production, pipeline safety, and natural gas rates—the win marks the end of a GOP lock on the body that has stood since 1994. Rosenthal campaigned on a platform of plugging abandoned wells and implementing a first-of-its-kind fee on underground wastewater injection.
The pushback against data center development became a defining issue across multiple states. Gina Hinojosa defeated Governor Greg Abbott in Texas on a promise to impose a moratorium on new centers, citing their immense strain on the power grid. With 474 GW of projects currently seeking connection to the ERCOT grid—more than five times the state's peak demand—the infrastructure pressure has reached a breaking point. Similar movements proved successful elsewhere: Keisha Lance Bottoms won the Georgia governorship on a moratorium platform, while Amy Acton secured a victory in Ohio, and Democrats gained a 3-2 majority on Georgia’s Public Service Commission.
