Starting August 1, 2026, the administration plans to leverage Section 232 of the Trade Expansion Act of 1962 to implement the levies. While the president frames the policy as a protective measure for national health, experts argue it threatens a fragile global supply chain currently responsible for 90% of prescriptions filled in the U.S. These drugs, ranging from basic antibiotics to essential cancer treatments, are primarily sourced from India, Europe, and China.
Merith Basey, CEO of Patients for Affordable Drugs, warned that the policy directly contradicts the goal of lowering healthcare costs. By imposing massive duties, the administration risks making essential medications inaccessible to seniors and those with chronic conditions. Similarly, Peter Maybarduk of Public Citizen described the move as reckless, cautioning that it will likely force treatment rationing rather than incentivize domestic manufacturing, given the immense capital required to relocate production facilities.
