Texas mandates audits for new data center projects

Governor Greg Abbott has ordered the Public Utility Commission of Texas and the state grid operator, ERCOT, to audit all new data center projects. This move targets an explosive surge in connection requests that now totals 474 gigawatts, threatening to overwhelm the state's electrical infrastructure if left unchecked.

The state's interconnection queue has ballooned in less than six months, with requests more than doubling since January. Data centers account for approximately 90% of these pending applications. While many are speculative paper proposals, the current volume represents over five times the total peak demand currently handled by the Electric Reliability Council of Texas.

Abbott is now demanding comprehensive disclosures from developers. The required data includes electricity and water consumption metrics, noise and light mitigation plans, ownership structures, and the utilization of tax incentives. This directive marks a sharp pivot for a state historically defined by its hands-off approach to industrial development. Previous attempts to gather this information via voluntary surveys largely failed, as most operators declined to participate.

Energy experts note that while utility-scale solar capacity grew fourfold between 2021 and 2025, the sheer scale of the new demand—driven by AI and crypto mining—has begun to drive up electricity prices. With these new audits, the state is signaling that the era of unfettered, lightly regulated expansion for data centers has reached its limit.
