Senate Democrats Allege DHS Fraud Hunters Ordered to Break State Laws

The whistleblower, represented by the Democracy Defenders Fund, claims that U.S. Citizenship and Immigration Services (USCIS) headquarters instructed personnel within the Fraud Detection and National Security Directorate to misrepresent their identities when accessing state election databases. According to the disclosure, officers were encouraged to use questionable data—internally dubbed “supplemental magic”—to generate law enforcement records against individuals, potentially flagging naturalized U.S. citizens as ineligible voters.

Schumer and Padilla argue this initiative diverts hundreds of agents from their national security mandates to support unsubstantiated election conspiracy theories. In a letter to Homeland Security Secretary Markwayne Mullin and USCIS Director Joseph Edlow, the senators demanded an immediate end to the program and the deletion of any records created through these methods. They warn that the operation risks disenfranchising eligible voters and disrupting election administration just weeks before the November 2026 midterms.

Legal experts and advocacy groups have joined the outcry. Celina Stewart, CEO of the League of Women Voters, described the allegations as a direct threat to the rule of law. The Brennan Center for Justice has previously noted that noncitizen voting is statistically negligible, casting further doubt on the necessity of the current federal effort. The administration has yet to address the specific allegations of coerced deception, while the whistleblower remains anonymous due to fears of professional retaliation.
